I agree with A. Anderson – 1-1.5 sec w/o blur is nearly impossible. Both the photographer and the subjects moving is going to produce some blur. Has nothing to do with experience level – even pro’s who shoot evening red carpet events rely on a flash and higher shutter speeds.
Judging from the reflection off the wall and the subjects, it looks like a strong flash was bounced.
This is not necessarily right, not necessarily wrong. There will be blur, but it might be desired background or ‘edge’ blur. If you are in a dark room and your subjects cannot be seen without a flash, the low shutter speed will not matter as much and the flash will ‘freeze’ them. They will not be blurred. However, at slow shutter speeds, colors can bleed into a subject and whatever could be seen without a flash has a chance of being blurred. This is where a steady hand and experience comes in.
